Challenges Facing Philippine HEIs Today

As Philippine higher education institutions (HEIs) enter a pivotal phase of transformation, they are under increasing pressure to modernize learning while staying aligned with national education mandates. CHED’s introduction of micro-credential guidelines (Memorandum Order (CMO) No. 1, Series of 2025), the continued emphasis on outcome-based education (OBE), and Bloom’s Taxonomy-aligned assessments are reshaping how HEIs must design and deliver programs.

At the same time, the rapid emergence of AI technologies—alongside growing expectations for academic integrity, learner personalization and global readiness—adds urgency to digital innovation. Yet for many HEIs, outdated infrastructure, limited resources and skills gaps create real barriers to implementation.

  • Limited Infrastructure for Modular, Stackable Learning

Many HEIs are not yet equipped to design and deliver micro-credentials aligned with the Philippine Qualifications Framework (PQF), as required by CHED CMO No. 1, s. 2025.

  • Complex and Resource-Intensive Accreditation

Tracking and reporting learning outcomes is still predominantly manual, resulting in an inherently inefficient and highly resource-intensive operation for both QA and faculty teams.

  • AI Governance and Academic Integrity Concerns

Navigating the complex intersections of plagiarism risks, ethical implementation and comprehensive institutional governance in the age of artificial intelligence (AI).

  • Resistance to Change and Digital Innovation

Limited digital fluency and confidence among educators and students create friction in implementing new models like microcredentials and AI-enabled learning.
