Ranked among the world’s top 3% of universities, Victoria University is recognised for its award-winning VU Block Model®, which enables students to focus on one subject at a time, in four-week blocks in small, workshop-style classes, through a more immersive and supportive learning experience. As the University expanded its vision for student success, leaders embarked on a broader transformation focused on improving the learner’s experience from enrolment through graduation. Through its broader transformation, Victoria University has increased student engagement and built a scalable foundation for future innovation, while continuing to strengthen student retention and academic outcomes.
The Challenge
Creating a learner experience designed for student success
Serving more than 52,000 students across vocational, undergraduate, postgraduate and research programs, Victoria University is known for creating opportunities for learners from diverse backgrounds, including many first-in-family students, and those with family responsibilities, and diverse, multicultural communities. To support all learners, the University recognised the need for a digital experience that was intuitive, accessible and consistent across every course.
Student survey feedback and enrolment trends highlighted opportunities to improve engagement, retention and progression. Victoria University delivers its distinctive VU Block Model, in which students typically focus on one unit at a time in intensive blocks. However, within Brightspace, students often encountered different navigation patterns, course layouts and content structures as they moved between units. Over time, legacy templates, locally maintained content and varying design approaches created an inconsistent digital experience.
The University found that students were sometimes spending valuable cognitive effort learning how to navigate each course rather than focusing exclusively on learning the subject matter. “Students should be spending their cognitive effort learning the subject, not learning how to navigate a different course experience every four weeks.”, says Chris Roberts, manager, digital learning solutions.
Victoria University also experienced difficulty tracking prospective students from application through enrolment. To address these challenges, Victoria University adopted a student-first approach that aligned learning, technology and institutional strategy around a common goal: delivering better outcomes for every learner.
The Solution
Building a strategic digital foundation for transformation
Victoria University invested in a broader digital learning strategy designed to enhance every stage of the student journey. Rather than viewing the LMS as a standalone system, the University positioned Brightspace as a foundational platform for innovation, engagement, and continuous improvement.
Together, Victoria University and D2L Learning Services developed a multi-stream modernisation program designed to improve the learner experience across the University’s extensive course ecosystem. The initiative combined rapid improvements at scale with deeper redesign work for priority courses, creating more consistent course experiences through predictable navigation, accessible and mobile-responsive learning materials and shared information across units.
“It is not enough to create the tools. We need our learning designers to understand why each design choice matters, so we can keep building to the same standard,” says Roberts. “I cannot speak highly enough of the D2L Learning Services team. We have challenged them with ambitious ideas, and they consistently help us find a solution or a way forward.”
The proudly dual-sector University brings together vocational and higher education pathways while aligning digital initiatives around learner success. This approach helped teams across the institution create more consistent learning experiences while establishing reusable standards that support quality at scale.
The Results
Stronger engagement, improved outcomes and sustainable growth
The transformation has delivered improved experience and measurable results across the student life-cycle. After redesigning the learning experience in Brightspace, student engagement increased by 1,075%. The average learner time engaged in a course grew from 3.47 hours to approximately 47 hours. These gains reflect a dramatic increase in student interaction with course content and learning activities.
“Student experience sits at the centre of everything we do,” explains Stuart Hildyard, chief digital officer and executive director Campus Services. “The transformation has helped us improve engagement, strengthen retention and create a digital learning experience that better supports student success.”
The modernisation initiative improved course consistency and usability across a substantial portion of the University’s digital learning environment. Students benefited from more predictable navigation, improved mobile access, clearer information architecture and a more cohesive learning experience across units.
As part of its broader student experience transformation, Victoria University also optimised its enrolment journey, recovering 1,200 prospective student leads in a single week. The university has since surpassed 50,000 students, reflecting growth across its broader institutional initiatives.
Looking ahead, Victoria University continues to explore opportunities in AI and digital innovation. With Brightspace serving as a stable and strategic foundation, the University is well positioned to continue evolving the learner experience while preparing students for success in an increasingly digital future.
